Resolution revolution

 Ideas without action are useless, but ideas in the form of resolutions can shape and mold the Republican Party of Ellis County to be more sincere in its mission and purpose.

Every primary, there are precinct-level caucuses (or conventions) in which voters who cast ballots in the GOP primary can meet (usually 15 minutes after the polls close) to designate delegates to the county convention; they can also propose resolutions for the party platform.

I’ve done such a thing with this list of resolutions that may or may not end up in the party platform, but if anything, will make the Republican Party of Ellis County more in line with our nation’s heritage, as well as identifying several local issues of importance.

Permission granted to utilize these resolutions in your own precinct. Note: the gubernatorial campaign of Debra Medina proposed six platform planks of which are included below, but they were also the basis for the rest of my resolutions.

George W. Bush
BE IT RESOLVED, The Republican Party of Ellis County and Precinct 123 shall declare their sincere appreciation to President George W. Bush for his recent service to the nation and shall, upon adoption of this resolution, issue said proclamation to George W. Bush via postal mail with the signatures of party leaders and Ellis County GOP elected officials;

Life
BE IT RESOLVED, The Republican Party of Ellis County should adopt a rule that adds to the content of the “Application for Place on the Primary Ballot” the requirement that the candidate signs the following pledge: “I solemnly swear or affirm on my honor to support or do no harm to Pro-Life Legislation and oppose intrusions of the Federal Government upon the authority of the citizens of Texas to determine the legal limits of the State with regards to Life.”

Pro-Life in Precinct _________
BE IT RESOLVED, The Republican Party of Ellis County should hereby declare that Precinct ________ is pro-life, and that any attempts to locate or place a Planned Parenthood or other facility funding abortions and carrying out the procedure in this precinct shall be fought and opposed.

Planned Parenthood in Ennis
BE IT RESOLVED, The Republican Party of Ellis County should hereby declare that Precinct 123 is pro-life, and that Precinct 123 shall be opposed to the construction, funding and location of Planned Parenthood in the community of Ennis for its abortion-related activities funded for by U.S. taxpayers;

Planned Parenthood in Waxahachie
BE IT RESOLVED, The Republican Party of Ellis County should hereby declare that it is pro-life, and that the Party shall be opposed to the funding and location of Planned Parenthood in the community of Waxahachie for its abortion-related activities funded for by U.S. taxpayers;

Pro-Life Precincts
BE IT RESOLVED, The Republican Party of Ellis County should hereby declare that Justice of the Peace Precinct 1 and the voting precincts contained therein is pro-life, and that JP-Precinct 1 shall be opposed to the construction, funding and location of Planned Parenthood or any and all services rendered, referred or aiding in the procedure of abortion or related activities using taxpayer funds;

Precinct Chair Training – Troy Stone Proclamation
BE IT RESOLVED, The Republican Party of Ellis County should hereby declare that all future Precinct Chair training classes, courses, events or public events be renamed to the TROY STONE PRECINCT CHAIRMAN TRAINING COURSE, or like-named title; this proclamation is to honor the late Republican Party of Ellis County executive director for his service to the party and to the county and to the leadership;

Spending
BE IT RESOLVED, The Republican Party of Ellis County should adopt a rule that adds to the content of the “Application for Place on the Primary Ballot” the requirement that the candidate signs the following pledge: “I solemnly swear or affirm on my honor to support the adoption of zero-based budgeting for all items included in the State of Texas’ bi-annual budget, limit government spending, and stop encumbering future generations with debt.”

Nullification of Department of Education Mandates
BE IT RESOLVED, The Republican Party of Ellis County should declare opposition to, and declare a provision to nullify any and all Department of Education mandates sent to Texas and dispersed to local school districts and the funding thereof; the mandates include, but not limited to: federal reduced price lunch programs; attendance provisions; drop-out reduction programs; textbook guidelines; any and all curricula that teaches “global citizenship” and the No Child Left Behind Act and accompanying legislation or mandates.

Nullification of EPA Mandates
BE IT RESOLVED, The Republican Party of Ellis County should declare opposition to, and declare a provision to nullify any and all Environmental Protection Agency pollution mandates, regulations, restrictions, fines, fees, air quality provisions, emissions requirements, legal regulations and laws, bureaucratic rules, funding, grants, block grants or other enforcement action on cement plants in Ellis County, Texas, specifically in regards to Midlothian, Texas and other industry in Ellis County; we further seek to nullify the federally designated “non-attainment status” issued by the EPA;

Censure Resolution on Constable Ben Fry
BE IT RESOLVED, The Republican Party of Ellis County and Precinct 123 should hereby strongly rebuke (“censure”) and admonish Republican Precinct 1 Constable Ben Fry for his acts of official oppression in April 2007 in Ft. Worth, Texas.

Censure Resolution on Congressman Joe Barton
BE IT RESOLVED, The Republican Party of Ellis County and Precinct 123 should hereby strongly rebuke (“censure”) and admonish Republican Congressman Joe Barton for his votes on the “auto bailout,” for the Medicare Prescription Drug benefit, for increasing funding for the federal Head Start program, for massive spending increases while in Congress, the creation of new, burdensome federal agencies, and approval of federal stem cell research.

Property Rights – Loop 9
BE IT RESOLVED, The Republican Party of Ellis County should adopt and declare its steadfast opposition to the Loop 9 toll road that negatively impacts properties, homes, farms and businesses along a route in Northern Ellis County (Midlothian, Ovilla, Glenn Heights, Cedar Hill, Red Oak), as well as provides for the use of unnecessary eminent domain; further, we call on the Texas Department of Transportation, local city councils, the Ellis County Commissioner’s Court to adopt restrictions of the Loop 9 toll road from negatively affecting property values;

Property Rights – Loop 9 Part II
BE IT RESOLVED, The Republican Party of Ellis County should adopt and declare its support for “just compensation” for properties, homes, businesses and farmland to be well above and beyond what is statutorily defined due to future eminent domain proceedings for the Loop 9 toll road in Northern Ellis County;

State Sovereignty
BE IT RESOLVED, The Republican Party of Ellis County should adopt a rule that adds to the content of the “Application for Place on the Primary Ballot” the requirement that the candidate signs the following pledge: “I solemnly swear or affirm on my honor to support or do no harm to Texas’ State Sovereignty, reserved under the 10th Amendment, with the understanding that Texas will retain its sovereignty, freedom and independence and every power, jurisdiction and right which is not expressly delegated to the federal government by the U.S. Constitution, and oppose mandates beyond the scope of federal authority.”

Term Limits
BE IT RESOLVED, The Republican Party of Ellis County should adopt a rule unilaterally establishing term limits as an additional eligibility requirement when seeking a place on the primary ballot for all state officeholders i.e., state representatives, state senators and all state-wide officeholders.

Term Limits – Local
BE IT RESOLVED, The Republican Party of Ellis County and Precinct 123 should adopt a rule unilaterally establishing term limits as an additional eligibility requirement when seeking a place on the primary ballot for the following offices and terms: County Offices (three four-year terms, or 12 years total); State Representative, State Senator (three terms); all other state officers, including, but not limited to: judges; statewide officials (governor, lt. governor, etc.) and federal officials;

Partisan Elections – Local
BE IT RESOLVED, The Republican Party of Ellis County and Precinct 123 should adopt a rule establishing partisan local city council, mayoral and school board races on the uniform election dates each year; such party affiliations shall be declared at the time of local election sign-ups in the following categories: Republican; Democratic; Independent; or any other Secretary of State-recognized party affiliation; further, such party affiliations should be printed on local city council and school board election ballots;

Term Limits – Local
BE IT RESOLVED, The Republican Party of Ellis County and Precinct 123 should adopt a rule unilaterally establishing term limits as an additional eligibility requirement when seeking a place on the primary ballot for the following offices and terms: County Offices (three four-year terms, or 12 years total); State Representative, State Senator (three terms); all other state officers, including, but not limited to: judges; statewide officials (governor, lt. governor, etc.) and federal officials;

Local Government Web sites
BE IT RESOLVED, The Republican Party of Ellis County and Precinct 123 should adopt a rule making mandatory that any and all funds received from state and federal sources be posted clearly, legibly and yearly on city, school, county Web sites; such data should include, but not limit to: where funds go; grant status; any matching funds from local sources; what positions are created and funded with state/federal funds and an expiration date (if any);

Party Platform
BE IT RESOLVED, The Republican Party of Ellis County should adopt a rule adding to the content of the “Application for Place on the Primary Ballot” requiring each non-judicial candidate to disclose their support, opposition, or undecided position on each plank of the platform.

Goldwater, Reagan, Paul
BE IT RESOLVED, The Republican Party of Ellis County and Precinct 123 should adopt a declaration thanking and praising the efforts and service of U.S. Sen. Barry Goldwater, R-Arizona, U.S. President Ronald Reagan and U.S. Congressman Ron Paul, R-Surfside, TX, for their service and promotion of the Constitution, the rule of law and our Founding Fathers; further, Ellis County, Texas shall celebrate each of the men’s birthdays with a party activity to raise awareness of the party and/or Constitutional issues in an open setting or forum;

Economic Liberty – Local Option Elections
BE IT RESOLVED, The Republican Party of Ellis County should declare opposition to, and seek the repeal of any statute, rule, law that requires local-option election signatures for the sale of beer, wine, spirits and liquor and be replaced with a uniform and fair fee for cities, counties and justice of the peace precinct judges to issue and collect;
